U.S. futures fell sharply, Nikkei futures were briefly halted, the Hang Seng dropped 8.8%, and crude oil futures broke below $60.
The White House said more than 50 countries affected by reciprocal tariffs had contacted the United States to begin negotiations.
German industrial production fell 1.3% month over month in February, compared with a 0.9% decline expected.
